Preheat oven to 400º. Spray a 10 inch or deep dish pie pan with cooking spray
Filling
Add ground beef, onion, and green pepper to a skillet and cook over medium-high heat until the hamburger is browned and the green peppers have softened, about 10 minutes. Add garlic and cook for an additional minute.
Remove from heat and add chili powder, oregano, salt, and pepper to the cooked beef. Stir to combine, add to the bottom of the baking dish, and sprinkle half of the cheese on top of the cooked filling.
Topping
Whisk together the cornmeal, flour, sugar, baking powder, and salt in a medium bowl. In a smaller bowl, use a fork to mix the buttermilk with the egg, then add the oil, creamed corn, and remaining cheese. Mix with a fork to combine.
Add the wet ingredients to the dry and mix until just combined. Spread the batter over the top of the ground beef mixture and bake for 30-35 minutes or until a toothpick comes out clean.
